You are right. Although we on't probably change the Warrior class characteristics (what could change the balance in the actual game), I have strong ideas about slowing down specific in game characters, specially the NPCs (non-player character) that will move in the city. If you watch the City Mage sprite inside RambOrc's city map, you will realize what I mean: he looks like he is going to run everytime he moves in some direction. That's because Hexen is a fast action game, and the sprites are meant to be running and fighting all the time, and not to be seen from up close (and that's why they also don't have a smooth animation (only 4 frames for walking animation is very little)).
I wish to make a complete "model" (a blank sprite that is fully animated) in order to draw npcs over it, and I'm hoping I'll have the capacity to add more frames to, at least the walking series. This way, if Moose is able to slow down the timing for a given sprite, he would still look natural. That's a lot of trouble, though, but I really would like to do that.
