Sounds like a driver problem or a DirectX problem to me, I might be wrong, but some cards have problems with DX9, have you tried to get newer drivers for your card?

Hmm, then it could be a problem with the way the game is installed, why don't you try to unzip your files again? maybe you are using an older version of the DLL files, this could happen if you are updating from an old version.
